Accompanying Impact Assessment

As a rule, the prospective IA results in draft legislation. The accompanying IA is then used
  • to analyze a draft or parts of draft legislation according to review criteria such as cost impact, gender equality impact, etc., and
  • to test a piece of draft legislation under conditions of pseudo-reality, as though it had already come into force.
What these two IA building blocks have in common is that they work from an anticipatory perspective. The accompanying IA can also be divided in conception, review and evaluation phases, so reference is made to the points described for prospective IA for the gender aspects of the accompanying IA.
